Can the Galaxy S2 T989 (Hercules) be unlocked without rooting the phone? I don't have active t-mobile service so can't get the unlock code from them. And don't want to pay $25+ to unlock. I've seen a lot of "guides" when I google, but it is not clear whether the phone needs to be rooted first?
